Summary

Whether the solar industry likes it or not, more regulated utilities in America are going to propose owning residential PV systems themselves. It's a controversial development. At our recent Solar Summit in Phoenix, GTM's Stephen Lacey and Shayle Kann hosted a debate on the following motion: "Regulated utilities should be allowed to own and rate-base residential solar." Lon Huber, a former advisor at Arizona's ratepayer advocate and current director of Strategen Consulting's government and utility program argued in favor of the motion. Court Rich, a senior partner at the Rose Law Group, argued against the motion. This week's episode is sponsored by Renesola, a top supplier and manufacturer of clean energy equipment. supplemental content for you. In this episode we feature a debate from our solar

summit in Phoenix, Arizona last month. The motion should regulated utilities

1:02.2

be allowed to own and rate-based residential solar.

1:05.2

It is a very controversial issue, and that's the reason why we tried to grapple with it.

1:09.7

Shale Khan, our senior VP of GTM research, the periodic co-host on this show, took the stage with me to hash out the issue.

1:18.0

Enjoy the debate. So as Tom mentioned in the last session, many utilities are already invested in distributed

1:32.2

generation through their unregulated arms.

1:34.9

We're saying should the utilities who are regulated monopolies in their own territories

1:39.8

be allowed to own and rate-based residential solar.

1:43.0

And as you can see in one of the slides that I presented earlier, we've seen very little

1:46.7

of this historically in the US.

1:48.3

We've seen a little bit more on the commercial side.

1:50.6

And the residential side, it's become a hot button issue largely because of Arizona, where we are here, where both APS and TEP, two utilities here have proposed and ultimately had approved scaled back programs to do exactly that,

2:05.5

own and rate base residential solar and earned the regulated rate of return.

2:10.5

So it's happened just a couple of times so far, but we expect to see more utilities proposing it.
