For days now we've seen the video from Houston and the Gulf Coast of Texas, the flooded streets

And as of this recording, almost 50 inches of rain have fallen on Houston and while rescue

operations are underway, there is a little second guessing going on.

People are wondering whether the city should have been evacuated before the storm.

Well, my guest today is Bill King.

He's the former mayor of Kema, Texas.

It's a small city between Galveston and Houston.

And in 2005, he led a commission to look at the response to Hurricane Rita and to develop

recommendations for future storms.

There was an evacuation order around then that caused some problems and that's why there

was a study.

We're going to get into that.

By the way, Mr. King in 2015, he ran for mayor of Houston.

He lost and I close run off till Sylvester Turner, but on Monday, Bill wrote an op-ed in

the New York Times in which he supported mayor Turner's decision not to evacuate the city.
