0:19.0	And as of this recording, almost 50 inches of rain have fallen on Houston and while rescue
0:23.6	operations are underway, there is a little second guessing going on.
0:27.3	People are wondering whether the city should have been evacuated before the storm.
0:31.4	Well, my guest today is Bill King.
0:33.4	He's the former mayor of Kema, Texas.
0:35.4	It's a small city between Galveston and Houston.
0:37.9	And in 2005, he led a commission to look at the response to Hurricane Rita and to develop
0:44.6	recommendations for future storms.
0:47.2	There was an evacuation order around then that caused some problems and that's why there
0:54.2	was a study.
0:55.2	We're going to get into that.
0:56.2	By the way, Mr. King in 2015, he ran for mayor of Houston.
0:59.0	He lost and I close run off till Sylvester Turner, but on Monday, Bill wrote an op-ed in
1:03.6	the New York Times in which he supported mayor Turner's decision not to evacuate the city.
