Shelly Shannon was born Rochelle Polly in 1956 in Wisconsin.

An account of her life written on the Army of God's website says that she was born to teenage parents who married when they realized that they were expecting.

As a child she moved around often and her family did not have much money.

In the early 1970s a teenage Shelley found out that she was pregnant herself and gave birth
