and here's what's driving the day. Mike Johnson's spending plan is already in trouble.

Jordan Carney and Olivia Beavers report, it was doomed in the Senate, and there are now

fresh doubts about whether Johnson can even

get it through the House. The Speaker announced last week that he planned to link a government

funding bill to legislation that would require proof of citizenship to register to vote.

The package would keep spending levels mostly steady, Olivia and Jordan Wright, punting a government

shutdown deadline currently set to hit on October 1st to March 28th.

So Johnson wants to hold that House vote on Wednesday, hoping to give conservatives a symbolic pre-election win.

But it seems to be falling apart because there are two pockets of conservatives who oppose this legislation.

One is just the traditional conservatives who never support these bills.
