Court has ruled there's a constitutional right to bear arms in public. They've thrown out a New York

state law that required a permit to carry a handgun outside the home. That means civil laws in

California and other states are in trouble.

Three dissenting justices warned there have already been almost 300 mass shootings this year alone.

That's when at least four people are killed by a single gunman.
