Welcome to Scoop, where you get the Scoop on this week's news. My name is Jenna, and this is

Smarter News. Hi, everyone. Welcome to a special broadcast of Scoop. We usually do it on Monday

0:17.3

to get you prepped and ready for the week ahead. But we're coming in hot on Wednesday

0:21.2

because of the President's Day holiday. We figured that maybe you would need to shake a few of the cobwebs off. We know we did. We had a little travel over the weekend that was somewhat eventful. I'll talk to you about that because it's related to the news a little bit. But we thought Wednesday would be a good day to gather and sort of collect our thoughts.

0:37.6

Here we are already mid-February, February 18th. And we do have a few really interesting news stories that I'm going to update you on. And we're going to do something a little different today. I'm going to do some rapid fire updates on a few different news stories that we're watching. But I'm actually going to spend more time on something that happened over the weekend because the holiday may have taken you away from the news.

0:57.7

Hopefully it did.

0:58.8

You may have missed Secretary of State Marco Rubio's speech overseas at the Munich Security Conference.

1:06.0

And when I saw the headlines crossing about this speech, I thought to myself, okay, this is something I need to go back to because it's probably not high on a list on a Saturday or Sunday to review that speech. And this is where we could actually be helpful. I have a cheat sheet for that speech. The reason why I think this matters so much is it wasn't just about the content of the speech. It wasn't just about who was delivering it. It wasn't just in the way that it was

1:27.5

delivered. It was because it set a paradigm for us to understand decisions being made by the Trump

1:35.4

administration, both here at home and around the world. It provided that sort of clarity.

1:41.5

It doesn't mean you have to agree with the way that this was rolled out.

1:45.2

But for the first time, it seemed like the reaction suggested that it became very clear

1:53.1

what the Trump administration is all about and how decisions are being made within this paradigm.

1:59.0

So let's spend some time there because that will be

2:01.6

helpful to understanding some of the policies and decisions that we're seeing both in the past

2:07.2

over the last year, but also moving ahead because we have a couple big stories that are percolating

2:11.2

on the international and national stage and we need to understand, well, what is the thought

2:16.0

process behind this? Why is this happening? The why is always the question that we want to ask as journalists. So before I get to that, though, let's talk a little bit about some of the big news stories that we have in front of us. We may have, we may. Let's knock on wood, okay? Really fast here at my wooden desk, wherever you are, throw some salt over your shoulder. I say something like this and I know I instantly, Jenks says, lawmakers are back in their home districts this week because they have a week off after the holiday. And it doesn't mean a week off like they just get to hang out, but they're back home. So they're not in Washington, D.C. They're not in front of the cameras as much. And so this usually just changes the news cycle we're in because

2:51.5

you don't have them in front of the normal cameras in their normal business at the Capitol.

2:56.8

That doesn't mean we didn't have news from the Capitol. In fact, just yesterday, we had some

3:00.8

interesting breaking news from the U.S. Capitol Police that said that they arrested an 18-year-old.

3:05.9

So let me just paint the scene in case you missed this story. Apparently, this 18-year-old. So let me just paint the scene in case you missed
