Hello, right, let's get an update on a story that we've covered a few times on newscast

in the last few weeks.

It started when the Scottish Parliament passed a new law that would make it easier for

people in Scotland to legally change their gender with a gender recognition certificate.

Then, the UK government said, hang on, we might step in and intervene and stop this becoming

law.

It's an issue because of the issue itself, but it's also an issue worth looking at because

of what it means for the constitution and who gets to decide what happens where in our

United Kingdom.

What happened on Monday evening that took this story made a big leap forward?

What's happened is the UK government for the first time in the modern devolution settlement,

in other words, how Scotland and the Scottish Parliament and the Scottish Government interact

with the laws that they create with the rest of the UK and the government at Westminster.

For the very first time in a quarter of a century, the UK government has used a mechanism,

it's called Section 35 of the Scotland Act from 1998, to say no to a piece of legislation,

a plan new law that had passed through the Scottish Parliament and had been backed by
