One of the central pledges of the incoming Trump administration is the pledge to clean it up,

to drain the swamp, to dismantle the deep state,

to change the way things are done in Washington.

Now, Trump is not the first person to pledge to bring about this kind of change.

Reagan had a similar quest when he came to power in 1980.

To some degree, George W. Bush did as well.

And yet previous attempts to really alter the structure of government, send the bureaucrats scampering, shutdown agencies, or even departments have not proven very successful.

In fact, I would say have not proven that successful at all.

You can dismantle some regulations.

You can issue executive orders. but how do you really clean

up the place?

Well, it turns out that there is a way, and Trump figured out the way at the very end of

his first term, in which he issued an executive order.
