In 2012, there were 217 murders in the city of Baltimore, and one of those killings took place where I'm standing now, outside a shell gas station on Frankfurt Road in northeast Baltimore.

It's a residential neighborhood where the gas station sits adjacent to the Frankfurt Plaza

strip mall where there's a liquor store and a barbershop.

On November 17, 2012, 35-year-old Delma Barnes and 19-year-old Jule Lucas had an altercation

at the station. And according to police, Lucas first struck Delma

Barnes with her car and then ran him over. According to an account in the Baltimore Sun, Lucas

then fled the scene in a black Mazda and Barnes was rushed to Johns Hopkins Bayview Medical Center,

where he died from multiple injuries to his face, torso, and leg.

With the help of multiple witnesses and video from a surveillance camera,

police were able to produce a still photo of the driver and a car that looked like that black Mazda.

After putting those images out in the media and asking for the public's help,

a person came forward to say the woman in the photo was 19-year-old Jewel Lucas.

Court record show, Jewel Lucas was convicted and sentenced to 15 years in prison,

with 10 years of that sentence suspended. I'm Paul Wagner, and this is the long-awaited conclusion of
