I'm delighted to have you with me, those of you who aren't just turning me off because you're fine with using taxpayer dollars to reward the friends of the president. It's a terrible idea. So before I'm, listen, I'm going to

move on. Don't waste your time calling me. But I do need to actually answer a legal question. Someone

emailed and said, if this money's being used in the fund and question came from a settlement with the IRS, isn't this the president's money to use as he sees fit?

No, it's been badly reported.

Let me just explain this to you.

So technically under the Constitution of the United States, Congress has to appropriate all monies.

It became a problem in the early 1900s in post-World War II as the government was aggressively

growing and people were suing the government for imminent domain. The government was taking

their land and stuff like that. And Congress had to approve every award of money. And it became

overwhelming. So what Congress did in the 1950s is they established a judgment fund.

And it is an unlimited fund of money.

Congress does not have to appropriate.
