I got to correct the record on something I said earlier,

And he says, actually, what's going on here is there's no budget allocation.

So because these departments are unfunded, they don't have taxpayer money.

So the person in charge of the money could send enough to pay the payroll if the people are essential, but they can't because there's no money to pay

the people. It hasn't been allocated by Congress. So that's why people aren't getting paid.

Essential employees are required to remain on their job, and they're not going to get paid until the federal government reopens,

and their departments are suddenly funded, and they will get retroactive funding for this period of time.

The government has been unfunded.
