Now the upshot seems to be pretty simple.

Three main puzzles. One is that he's now a long list of

infrastructure projects he's going to do instead of a 36 billion

he's not spending on completing HS2 as originally envisaged.

Second he's going to have a lifetime ban on smoking for anybody

pretty much born after 2009

and third he's proposing to abolish a levels and replace them with an

advance to British standard qualification.
