For two weeks now, protests have been breaking out in Puerto Rico's capital San Juan.

On Sunday, Mr. Rosayor posted a video to Facebook. In which he pledged to step down as leader of his party and refrain from seeking re-election.

But he stopped short of resigning as governor, and Puerto Ricans won him out.
