On Tuesday, January 21st, 2025, Virginia State Police announced indictments and a pending arrest in the 21-year-old cold case investigation for the

homicide of Richard Palmer. Palmer's body, along with the remains of his red Australian

healer dog, Rufus, were discovered on April 22, 2003, inside his Chevrolet pickup truck

at Perry Park in Roanoke.

The city of Roanoke Police Department initially investigated the case as a homicide,

but it was later determined that Palmer was killed at his residence in Reiner-Floid County

and transported to the location in Roanoke.

The Floyd County Sheriff's Office responded to Palmer's home the day

after his body was found. Blood was reportedly discovered in the yard by a family member,

prompting the office to request the VSP of Criminal Investigation, Salem Field Office,

to take over as the lead agency.

This week's indictment is a significant step in the solution to this long unsolved case.

So Milton Lewis Wright, 62, was indicted on four felony charges relating to the shooting death deaths of Palmer

and his dog Rufus. The investigation into this case lasted over 20 years, and that highlights

the complexities and challenges associated with unsolved cases. Throughout the extensive period, multiple investigators contributed their expertise and efforts,

which each played a crucial role in piecing together the puzzle that ultimately led to a resolution.

The groundwork was laid in 2003, which included thorough interviews and evidence gathering,

and that was instrumental in allowing the case to evolve over the years.

This work ensured that subsequent investigators could build on the existing knowledge and evidence

rather than starting from scratch.
