One of the scariest gangs you can be part of in this conversation.

How do you get it to be the gang of eight? Do you have to prove that you can keep a secret? Is there a hazing process or something like that?

The leaders of the two intelligence committees and the leaders of the two chambers.

So you just need to get elected and get appointed and you're in the gang of eight.
