There's a highway that follows the eastern edge of Manhattan called FDR Drive. It runs virtually

uninterrupted from the United Nations building in Midtown all the way up to Harlem,

overlooking the East River. Various footpaths, bridges and tunnels cross over under and alongside

FDR Drive as it goes. On January 24, 1991, a man walking his dog along the footpath that passed

under the Ward's Island Bridge discovered a body. She was a young Latina girl, barely a teenager.

She laid there still, lifeless, but with no clear cause of death.
