Summary

Support Pushback at Patreon: https://www.patreon.com/aaronmate After weeks of US claims that a Russian invasion of Ukraine was imminent, Vladimir Putin instead recognized the breakaway republics of Luhansk and Donetsk. The decision has triggered a new round of US-led sanctions while bringing attention to rebel-held areas, where, according to UN figures on the Donbas war, 80% of civilian casualties have occurred since 2018. Professor Richard Sakwa analyzes the factors behind Putin's move, and its likely consequences. Putin's decision, he says, comes after Kiev refused to implement the 2015 Minsk accords, which could have ended the conflict, and a longstanding US-driven project to expand NATO to Russia's borders. Guest: Richard Sakwa. Professor of Russian and European politics at the University of Kent. His books include “Frontline Ukraine: Crisis in the Borderlands” and his latest, “Deception: Russiagate and the New Cold War.”

Welcome to Pushback. I'm Aaron Mate. Joining me is Richard Sakwa. He is professor of Russian and

European politics at the University of Kent. His books include frontline Ukraine crisis in the

borderlands and his latest deception, Russia Gate and the new Cold War. Professor Sackwa, thank you once again

0:22.2

for joining me. My pleasure. As we were speaking, Vladimir Putin has just announced that he

0:28.4

is going to be recognizing these two breakaway republics in the Donbos of Ukraine. Germany has

0:35.2

responded that they are pausing the certification of the Nord Stream 2

gas pipeline between Russia and Germany. Your reaction to these developments? Well, it's the game

0:47.7

changer, even though the game doesn't change. It's a major step. And, you know, depending on how

0:53.6

the players are going to take it forwards.

0:55.9

In terms of the recognition of these two so-called People's Republics,

1:00.5

it's prompted in part by Putin's frustration that the various ideas about European Security Treaty,

1:07.5

which he put forwards on the 17th of December, then he got the US and NATO response,

1:12.4

and Russia a few days ago responded to them with a tone of disappointment, and that brought matters

1:18.9

to her head. But also another factor behind it is the fact that Russia has been sanctioned non-stop

1:24.9

since 2015 for its failure to implement the Minsk Accords.

1:29.7

And yet almost no pressure was put on Kiev to fulfill its part of trying to solve the Minsk

1:35.1

Accords. And the Minsk agreement was, we, people forget, was about how to return these two

1:41.5

so-called separatist or breakaway parts, to Ukrainian sovereignty. That was the point.

1:47.0

And so Russia was actually trying to push these people back into Ukraine, but they refused to, you know,

1:53.0

fulfilled a bit. The Normandy format was one way to achieve it, and that wasn't being fulfilled.

1:59.0

And a third and final, just plenty more,

2:02.3

but the biggest, one big issue is that we tend to forget
