To hear Cato's David and Sarah tell it, it seems everyone in Congress has a bill to regulate

artificial intelligence, but AI presents massive opportunities to expand human capabilities

for expression.

He explains why the kinds of expression regulators would allow or

disallow has huge implications for First Amendment rights.

There are a lot of people who are worried about AI. In my day-to-day existence

there aren't many people worried about AI so much as they're playing with it

and you know looking at the images that get produced and in my view

they're becoming more sophisticated users and consumers of this kind of

product and the people who are very worried about it are worried about the

implications of a either a superintelligence that is set to enslave humanity or something that is being is

used as a tool for fraudsters and people who are want to blast out a bunch of very credible looking

emails to trick you into doing things using information that maybe you didn't

know that somebody else had. And still other people are worried about, well, if you're using, you know, Donald Duck or Flinthard Glomgold as your image well then you're you can't do that we own that and you can't use it in any way so

Members of Congress have taken this up and they seem to be moving forward.

Give us a sense of what various members of Congress are advancing and importantly do they understand what they're talking about.

Yeah, so there's probably like every congressman probably has a bill at this point.

There are so many efforts to regulate AI currently and they span the gamut.

You talk about a lot of different threats that people perceive from AI.

Some people are focused on the national security threats.

Some people are focused on economics or AI stealing jobs
