as images surface of Border Patrol agents on horseback, appearing to use their horses reins

like whips to turn migrants back to Mexico. The agency calling the use of horses a tool to

keep agents safe, the White House denouncing it. I don't think anyone seeing that footage would think it was acceptable or appropriate.

Some 10,000 remain in Del Rio, most of them Haitian, down from a surge of nearly 15,000 over the weekend.
