0:28.2	behind Enemy Lines. Tonight's episode, RFM Versus BYU PD. The cover-up continues,
0:37.6	by way of background, you may remember that Radio Free Mormon sent a public disclosure
0:43.0	request to the Brigham Young University Police Department last year requesting an unredacted
0:49.0	copy of the police reports related to the investigation of Joseph Bishop's alleged
0:54.8	sexual assault on McKinney Denson when she was a sister missionary at the Missionary Training
0:59.7	Center in Provo, Utah back in 1984 and at which time Joseph Bishop was the president
1:06.1	of the Missionary Training Center. And in addition to my request for an unredacted copy of the
1:10.8	police reports I also requested a copy of the audio tape of the interview BYU PD did with Joseph
1:18.4	Bishop during the course of their investigation. Following the rules as set forth in the Graham
1:23.7	Statute, Graham is the public disclosure statute in Utah. It stands for Government Records
1:29.6	Access and Management Act or for short, we use the acronym, Gramma, G-R-A-M-A. I sent that
1:36.4	request initially to the custodian of records lieutenant Stephen Messick of the BYU PD. He responded
1:43.8	with a firm and unequivocal denial of my request stating that the BYU PD is not subject to the
1:50.8	Gramma law because the BYU PD is not a public agency but is instead a police force that is fully
1:57.8	owned and operated by a private institution Brigham Young University which of course is a wholly
2:03.7	owned subsidiary of the Church of Jesus Christ of Latter-day Saints. And let me pause to clarify here
2:08.8	that the flat out rejection and denial of my request was my request for the audio tape of the
2:14.8	interview BYU PD had with Joseph Bishop. I had also requested an unredacted copy of the police
2:20.6	reports related to that investigation and they did provide me with a copy of the police reports
2:26.6	however those police reports contained the same redactions as the reports they had given to the
2:32.3	media. I then took the next step to appeal that decision by lieutenant Messick to the chief of
