0:43.2	This video involved the lieutenant, Colonel Nizario, his Afro-Lathen brother, who was driving
0:52.5	his car, pulled over by police, was pepper sprayed, and in my opinion, unlawfully detained

1:08.4	And there's been an investigation opened by the Virginia State Police into the matter.
