this is just year-end budget practices because this is a use it or lose it situation they've got

money in the budget if they don't spend it they're not going to get it next year yeah it doesn't

look good for pete heggseth when you've got him spending millions of dollars on lobster tails. But the real source of the problem here is the fact that the government does not do zero-based budgeting. If you don't know what that is, most of the corporate world, when you're doing budgets, they say, okay, you're going to start at zero. You've got to prove to me why you need this money. But in most levels of government, and I can tell you, it happens at state government as well, right here in Indiana. The way they budget is, okay, we gave you a million dollars for this last year, but you only spent $500,000 this year. So when we do the budget next year, we're only giving you $500,000. That is a disastrous way to budget. And unfortunately, that's the way most government in this country budgets. And so you have these governments just wasting your tax dollars because they're afraid they're not going to get that money back next year. If they don't spend it this year, it is insane that that's the way we do our budgeting in this country. And like I said, it happens also here in Indiana with our state dollars.
