0:11.7	He will talk about his decision to stick with the August 31st deadline to withdraw all
0:16.6	U.S. troops from Afghanistan.
0:18.3	That means exactly one week from today, there could be no U.S. forces in Afghanistan for

0:26.4	A moment ago CNN learned that the first U.S. troops have already started leaving the
0:30.9	country, but there are caveats to this pledge.
0:34.0	House Press Secretary Jen Psaki just said that President Biden has asked for contingency
0:38.6	plans in case he decides that American troops need to stay in Afghanistan past August 31st.
0:44.2	And we should note a few days ago, Biden said he was committed to troops staying until
0:48.6	every American who wants to be out is out.
0:52.3	But we should also note the Taliban has insisted that they will not agree to any extension.
0:58.5	The Taliban also complicating evacuation efforts today by refusing to allow Afghan civilians
1:03.8	to leave the country.
1:04.8	A Taliban spokesman saying the roads outside the airport remain open for foreigners, but
1:09.0	quote, the Afghan's leaving, we are not going to allow that and we are not even happy
