You're trying to be a street cop.

All right, so what we're going to do is we're going to do the first request for the video,

0:15.0

which is going to be pedestrian PC and RAS, and that ties it to Title 39.

0:19.0

We'll talk a little about that.

Then I got two questions written in from two fellas who are part of the group. And boys, I'm going to, I'm going to answer your questions as well. So we'll just run through all these questions that we had. The other ones for the odor of marijuana being arrestable. If you scroll back down, you actually have the list of videos that I did. we're actually going to get these videos into a library so you can just go right to them. We're working on a product like that for you guys to have some accessibility and ease to get to where you need to be. But that is State versus George Myers 20, I think 2015 or 2016. I'm not sure at the top of my head. You know, really, like the other guy said in the group, tell them to read it. You know, take the thing, print it out, and highlight the areas that are important and imperative where it says the trooper was authorized when he smelt the odor of marijuana that it satisfied the imprudence requirement. I mean, I'll post that verbiage up for you and you could take it, but your best bet is just Google it and like on Law

1:11.4

Justy or whatever it may be and just print it and highlight the stuff you need your people to

1:15.0

read you know or the only other suggestions I for that is reach out to other agencies that are

1:19.9

that are using it and utilizing it and you know get some proof from them get some complaints

1:24.6

and say look these guys are doing it the next town over.

1:28.7

This is the complaints they're doing. They have no problems with it, right? So that's my answer to that one. Let's talk about pedestrian traffic. Now, there's, in my class, you know, everybody knows that I'm friends with T.J. Colin, and he's from Trapplin. We're pals. and he was telling me one time there's a guy in Fort Lee who has second or third most arrests in the agency. And he does pedestrian traffic only. What he does is he watches people coming off the buses from the Bronx and New York. Generally there's a lot of drug trafficking in there because it's the first town as you get off. I mean, there's a lot of drug trafficking everywhere hate what people say like well you know they have the bridge okay there's a shitload of drugs in your town too by the way just so you think just because they have a fucking bridge doesn't mean you don't have drugs in your town okay so please when people say that to me there are drugs everywhere there are drugs in the town that I live in you can find them too of get trained on it. Don't make that excuse that you don't have the right area. I get that some guys who work in like these shore towns and you got like one car every four days during the winter. I understand that. You have the excuse. I'll give you that. But anyway, let's talk about pedestrian traffic. So what he says, this guy gets out. He watches these people get off the bus, and they violate Title 39 pedestrian traffic. And where you can find that is Title 39 4-32, I think is where it begins. And the first one I have up here is pedestrian traffic for jaywalking. And it's a $54 fine, and it says every pedestrian upon roadway, at any point other than within a marked crosswalk or within an unmarked crosswalk, at the intersection shall yield the right-of-way to all vehicles.

2:56.4

That's 39, 40-ish-32, and 33.

2:58.4

Now, let me just scroll down a little bit here into my... Hold on one second.

3:04.9

All right, the computer is froze up. Here we go.

3:24.1

So there's pedestrian crossing roadways. It shall be unlawful for pedestrian to cross highways, having roadways separated by a medial barrier. This is 394-34. I suggest crack open your title 39 book and just read this stuff. Really, it's in there. You can use it. On all highways where there's no sidewalks or paths provided for pedestrian use, pedestrian when practicable walk only on the extreme left side of the roadway or its shoulder

3:29.1

facing approaching traffic so if you have somebody walking along a highway and they can walk on

3:33.9

the other side and it's practical it'll do so or if there's a sidewalk present and they're not

3:37.8

walking on a sidewalk that's a violation of Title 39. What does that mean?

3:47.6

Technically, it's a pedestrian stop slash motor vehicle stop, and somebody has to produce identification. If they can't identify who they are and you think they're lying about who they are,

3:51.9

you can take them in under the New Jersey court rules in State v. Pierce for, for,

3:58.8

to fight over who they are,

3:59.8

so they're subject to a summons.
