0:08.5	The first thing we're going to talk about today are updates around the massive situation involving the FTC and YouTube.
0:13.8	As you might remember, we covered it back in September. The Federal Trade Commission settled with YouTube and its parent company for $170 million.
0:20.4	And that nine-figure settlement stemming
0:21.9	from alleged violations of the Children's Online Privacy Protection Act,
0:25.2	or Kappa, which, to kind of boil down,
0:27.2	Kappa was passed back in 1998,
0:29.0	and basically the act requires websites
0:30.7	to first obtain parental consent
0:32.0	before collecting or using the personal information
0:33.8	of children under 13.
0:35.0	And specifically, in the complaint,
0:36.2	the FTC and New York Attorney General Latisha James said that although YouTube has an audience of all ages, some of its
0:41.1	individual channels such as toy review channels are child directed, meaning they must comply
0:45.3	with Kappa. And specifically here, the concern was around personalized ads, ads that use
0:49.1	your viewing history. And yet the FTC and James alleging that YouTube had been illegally collecting
0:52.5	personal information from children to show them targeted ads.
0:55.0	Right, and as far as the targeting of the channel putting out the content, it appears the focus there is, you know, while YouTube can take something like the YouTube Kids app,
1:01.0	and they can say, hey, we know that kids are using this app, we'll make sure there's no tracking.
1:05.0	There's really no way to know or stop if someone using the website without being logged in or just on a parent's account is watching
1:11.6	a video.
