This is Handel on the law marginal legal advice, where I tell you you have absolutely no case.

Here is a case that happened in Los Angeles, actually.

And one of the rules, at least California and many other states have the same thing.

You can pass laws two different ways.

Statewide laws, two different ways.

One, the legislature does it.

And number two, you can file a proposition where the voters themselves

pass a law without the legislatures being involved. And that's the proposition. Now, for the

proposition, you have to get, and it's a formula, but it turns out to be about 600,000 signatures

to put the measure on the ballot. And so how do you get 600,000 people? Well, you do a lot of

advertising, a lot of scrambling, a lot of people going around and you buy a lot of signatures.

Well, you don't buy the signatures.

You pay people to gather the signatures, which is perfectly legal.

I don't know if you've been in front of supermarkets.

I go to the supermarket all the time and there are someone out there and is a signature

gather, hey, would you like to sign this and they do a

wholesale pitch? That's perfectly legal. What you can't do is pay homeless people to register to

vote. That one is illegal. Brenda Lee Brown Armstrong has pled guilty to one felony count of paying a person to vote, to register to vote.

She's looking at five years in prison. This is no joke. She worked for 20 years gathering signatures

for initiatives, ballot initiatives, and would give people on Skid Row two, sometimes three dollars, sometimes a cigarette, sometimes a phone cord in exchange for their signature help qualify a measure for the ballot.

Now Skid Row, downtown L.A., has the densest concentration of homeless people in the country. So it's like shooting
