The police commissioners with a large force of police were on hand to preserve

order, but the convention did not assemble. The owner of the building refused to permit it.

The Republicans then had a private conference. It is not known where it is. Such was the politics in

Baltimore in 1860. Baltimore was an industrialized city. It had over 120 steam-powered manufacturing establishments,

4,300 workers.

Nearly 40% of the city was employed in these factories.

Its population had doubled from 1840 to

1860 and that included a lot of German and Irish immigrants and that made the

city one of the foremost for organizing of no-nothing or Native American parties.
