The tragedy at the Olympic Games in Munich raises once again basic questions about terrorism itself.

The name of a charming Bavarian city

became a generic term after 1938,

meaning appeasement of armed terror

and the long-range consequences that flow from it.

Right now, the name Munich means non-appeasement of terrorists

and the short-range consequences that can come from that. Small-scale tragedy this time,

but tragedy. Terrorists strike at the essentially humanitarian societies because they are vulnerable.

They will make efforts, pay prices to save individual lives. This is their immediate weakness and their ultimate strength.

Killers, maniacs, and would-be martyrs have discovered this,

along with the worldwide spread of an understanding of guerrilla tactics.
