It is unclear whether, in keeping them on standby, Bragg’s office contemplated presenting testimony from one or more additional witnesses, or asking the grand jurors to vote on an indictment… Based on experience, moreover, we can deduce that Bragg has misgivings because he has already moth-balled the investigation at least once, over a year ago.
