Summary

Today, Dean Phillips launches his presidential campaign in New Hampshire — a quixotic attempt to unseat President Joe Biden in the Democratic primary, mounted just ahead of the early state’s filing deadline. It’s a long shot. But amid  widespread concerns about Biden’s age and electability, Phillips is betting that voters will be drawn to his relative youth and outsider message. How will he make that pitch? National politics reporter Elena Schneider — who first reported on Phillips’ congressional campaign — walks Playbook deputy editor Zack Stanton through what to expect. Happy Friday, Playbookers. I'm Deputy Editor Zach Stanton. It is Friday, October 27th, and here's what's driving the day.

0:11.9

Not that we're past the initial shock of Mike Johnson's ascension to become Speaker of the House,

0:17.7

some of the major challenges ahead for him are coming into clear view. First up is

0:22.4

abortion policy. Now, there's a provision in the Agriculture Funding Bill that would institute a

0:27.6

nationwide ban on the mail delivery of Miffipristone, also known as the abortion bill. And that is

0:34.0

at the center of a disagreement that is dividing the House Republican conference.

0:39.6

On the one hand, the vast majority of House Republicans favors that provision and wants it in the

0:45.6

funding bill. And on the other hand, there's a small group of moderates in swing seats who oppose

1:23.6

The other major challenge that's coming into view is the whole matter of impeachment.

1:28.1

The Johnson speakership has sparked hope among the party's right flank that they'll be able to pursue the impeachment of Joe Biden to really keep their foot on the gas pedal, and, you know, they see the Louisiana Republican as one of their own.

1:41.4

But again, there's a split with the moderate and frontline members, especially

1:45.5

those who are from districts that Joe Biden carried, who see the matter as potentially poisonous

1:50.4

and, again, ruinous to their chances at re-election in 2024. Again, this will offer an insight

1:55.8

into how he's going to navigate these landmines while keeping together the two wings of the Republican

2:02.2

party at a time when the party has just the narrowest of majorities in the House. The big

2:08.2

2024 story today comes from New Hampshire. It's the filing deadline for the Democratic primary,
