A bit of a siren for you this morning. The Small Business Administration says it's out of cash.

No more money left, and it can't make any more new loan offers to disaster victims who are trying

to rebuild their homes and businesses, at least not until Congress returns to town.

The administration's warning that its loan program has been fully, quote, exhausted, obviously

comes as hundreds of thousands of people have been affected by Hurricane Helene and Milton.

And to be sure, the small business administration loans must

be repaid and therefore are far less popular than aid from FEMA. But this news could certainly

up the pressure on lawmakers to come back to town now rather than wait until the post-election

November 12th return date. However, Speaker Mike Johnson has made crystal clear that he has no intentions

of summoning his members during the final three weeks of this campaign sprint. In a statement last night,

he said that the Biden-Harris administration has the necessary disaster funding right now to address

the immediate needs of the American people. When Congress returns, he added that they will

deal with this on a bipartisan

basis. Our must read today comes from Holly Otterbine and Elena Schneider, our colleagues here at

Politico. They write that Harris's operation in all-important Pennsylvania is actually plagued by

internal party complaints. It's reminding me a little bit of a top we wrote just a few days ago

about Michigan, but people on the ground say that Kamala Harris's aides lack relationships with key figures in the state, particularly in Philadelphia and its suburbs.

They're complaining that they've been left out of events, and surrogates haven't been deployed effectively, and they're urging Harris's staff in private meetings to do more to turn out voters of color.

Another problem, the clock is ticking and they are running out of time, less than three weeks now
