As part of any investigation, we look at the human, the machine, and the environment.

So we will look at all the humans that were involved in this accident.

That's National Transportation Safety Board Chair Jennifer Holmendi.

In a news conference this afternoon,

she laid out exactly how the agency plans to investigate the mid-air collision of an American

Airlines plane and a U.S. military helicopter at Washington's Reagan National Airport that's believed

to have killed 67 people. We will look at the aircraft. We will look at the helicopter.

We will look at the environment in which they were operating in.

The NTSB hopes to have a preliminary report ready within 30 days.

Meanwhile, an air traffic control source tells CNN there was one air traffic controller

working two different tower positions at the time of the collision last night.

CNN's Pete Monteen explains. They say that is not totally abnormal.

It's one other big revelation that we are just hearing now that the NTSB has located the cockpit voice recorder and flight data recorder

that will be key to piecing together this information, one that is happening as flights are taking off and landing here now at Reagan National Airport, which is so surreal.
