Parts of Texas are still struggling with the catastrophic July 4th flooding, and they got more heavy rain and high water today.

As NPR's Frank Morris reports, the new flooding, interrupted volunteer relief efforts, and hard-hit Kerr County.

Parts of the Texas Hill Country caught almost 10 inches of rain Sunday morning, driving up streams, including the Guadalupe River.

Kerr County Judge Rob Kelly issued an emergency order,

mostly closing off the main road along the river between Hunt and Kerrville

and ordering most volunteers out of the disaster zone.
