Diplomats at the United Nations are talking a lot about what it will take to end Russia's

war in Ukraine, trying to put forward some ideas today calling for negotiations with

no preconditions.

But the U.S. and Europe are skeptical as we hear from NPR's Michelle Kalman.

Secretary of State Antony Blinken told the UN Security Council that no one wants peace

more than the Ukrainian people, but he says it has to be just and durable.

For peace to be just, it must uphold the principles at the heart of the UN Charter.

Sovereignty, territorial integrity, independence.

China has laid out a 12-point proposal which calls for negotiations to resume.

China's ambassador says his country is ready to play a responsible, constructive role.

China has been a tacit supporter of Russia having never outright criticized or condemned

the invasion.

Secretary Blinken says any peace that legitimizes Russia's seizure of land by force would

weaken the UN Charter.

While fighting waste water containing toxic chemicals from a trained realm in at Ohio,

is being disposed of in the Houston suburb of Deer Park.

Houston Public Media's Katie Watkins says about two million gallons are being sent there

for disposal.
