| 0:05.7 | Hey, good morning. I'm Playbook co-author Rachel Bade. It's Friday, November 10th. |
| 0:10.2 | We're T-minus seven days till a shutdown. One week from today, the government will be running out of money, and things are not looking pretty right now. |
| 0:18.7 | Newhouse Speaker Mike Johnson had to pull not one but two appropriations |
| 0:22.2 | bills from the floor amid GOP infighting in recent days, and he still has not articulated a plan |
| 0:27.9 | for a continuing resolution in his own chamber, let alone started negotiating with Senate Democrats |
| 0:33.2 | on how they're going to avert a shutdown. So what do we know? A couple things this morning. Number one, |
| 0:38.3 | the White House's $100 billion national security supplemental request seems like it's going to be out. |
| 0:44.8 | Talks are ratcheting up between Senate Republicans and Democrats over a possible compromise linking |
| 0:49.2 | Ukraine funding and a border security package, but both sides appear to be nowhere close to a deal. So that is on |
| 0:55.5 | ice for now. Number two, aid to Israel doesn't seem like it's happening in the short term. The White |
| 1:00.4 | House told Playbook on Thursday morning that Biden would reject any Israel money that wasn't part |
| 1:04.8 | of the administration's larger supplemental request. I do want to note, however, that there's some |
| 1:09.5 | talk right now amongst House Republicans |
| 1:11.3 | about adding Israel money to a clean CR and actually trying to jam the Senate and dare them to |
| 1:18.6 | vote against funding for Israel. Now, this would potentially mean stripping out the controversial |
| 1:24.3 | pay force that they had originally passed in the House that targeted key |
| 1:27.7 | democratic priorities. There's no word on whether Johnson will actually do that, but it's |
| 1:32.3 | certainly something that is being discussed right now. Number three, Senate Democrats are |
| 1:36.5 | doing their own thing right now. Senate Majority Leader Chuck Schumer has filed cloture on a |
| 1:40.6 | shell bill that will eventually be the vehicle for moving ACR. We still don't know whether that will include the White House's larger supplemental request or just be the clean CR without that. |
| 1:50.0 | Either way, the supplemental is not going anywhere in the house. |
