So says Steve Rotherham, Metro Mayor of the Liverpool City region.

So why is it acceptable in the north?

England's north-south divide is one of the most enduring images of geographical disparity in Britain,

and it's entrenched by over-centralisation around London, where Westminster upholds injustice and

reproduces inequality. So how do we end this disparity for good? Head north is a new

book by Andy Burnham and the aforementioned Steve Rotterham, Metro Mayors of Greater Manchester and the Liverpool City region.

It contains proposals variously radical and prosaic, from the replacement of the House of Lords with the Senate of the Nations and Regions

to the removal of the whip, the system that keeps MPs voting in line with their party leaders.

These changes, they say, will help to rewire Westminster, not just for the North, but for the country at large.
