percolating or simmering

around my mind for the last more than months, really, years. It's been relevant. I've actually

chatted a bit about it with Preet and others. And I think this week was the right time to write it.

We're going to focus a bit on the special counsel regime at DOJ.

Not even so much what any particular special counsel has done.

I actually think Robert Hur overall did an exceptionally good job.

But on the way the system is set up itself.
