I'm John Batchew with my colleague Professor Abenalis of the U.S. Army War College.

We go to Buenos Aires, which has been the good news consistently for some time now,

a country in the midst of what would be called a turnaround if it was a private enterprise.

And yet there are bumps here.

Argentine President Malay vetoed a pension boost and a bill strengthening protections

for people with disabilities. Lawmakers had passed in July. He said, said President

Malay, this puts a fiscal balance at risk. In other words, we can't afford it.

Professor, I want to understand this because there is reason to believe that this is correct.

However, what is driving it is the question. We've talked about the poverty rate climbing

dramatically in Argentina after President

Malay's election and he put the government on diet, eliminating ministries, but at the same time

making it very difficult for the food kitchens to operate as I read. Now he's vetoed the idea of strengthening protections for people with disabilities

in a package of more pensions for the elderly. Is this wise? Is this paranistice's in action

showing what they can do? How do you read this? Well, John, it was certainly a politically

gutsy move on the part of Malay.

It's worth recalling that some of the most significant protests against Malay's policies

actually came when previously he was seen as opposing, or at least taking measures that would have reduced pensions. So many in Argentina

have been willing to accept the very bitter medicine as MLA has tried to dismantle the clientalistic

state that the perinist governments under Christina Fernandez de Kierchner and Alberto Fernandez

had run for many, many years. But when you start

messing with people's fathers and grandfathers, that's when people really come into the streets.
