He's supposed to whip them in battle and drive them out and essentially destroy their hegemony,

their power over the Jews.

But this is sort of a tactical approach.

Well, we're just going to harass them a bit.

And then he's very careful to point out that none of the Philistines can point a finger at him.

Because they're worse than him.

Because they're guiltier than I am.

And that means that he's very concerned about the Philistines' opinion of him.

So he's got an inferiority complex, as most losers do.
