safety net. But as technology and unpredictable freelance economy eat away at wages, more people

fall through the gaps. Now both liberals and conservatives are taking a new look at an old idea,

giving every American a basic income, just enough to help them help themselves,

and scrapping some or all of the costly government benefits.
