President Trump says he's once again preparing to issue a national emergency

at the southern border to get that wall and reopen the government without

Congress if he has to.

CNN reports the White House has an announcement ready to go if Trump decides to issue the

emergency. It would be a controversial decision though. Some critics say he cannot legally go around

Congress for this. Either way, the president says he has seven billion dollars in

funds lined up if he goes that route. But he says for now other options are still

on the table. The president is also considering reopening the government for three weeks, but he wants a down payment for the border wall and it needs to be a large down payment.

So far, top Democrats are saying it's an unreasonable request.

Already yesterday, the Senate voted on two bills that would end the shutdown, but they both failed.

The votes at least got the parties talking about a solution, really for the first time this year.
