At the same time, a lot of people from Putin's inner circle do not dare to give him any

advice because they know that they are tolerated only because they do not criticize him and

they do not annoy him with their own initiatives.

They are answering his questions.

They are fulfilling his demands.

They are trying to be as professional as they could and understand their limits and watch

So a lot of those politically liberally minded pro-reformed bureaucrats are very careful about

not speaking their minds.
