Billions of pounds were spent, normal procurement protocol was suspended, and some of the contracts were awarded to companies with little experience in the field.

We all recognised that it was an emergency and the government had to do rapid procurement planning and they didn't have the time to do the normal system of protecting public money,

but also public integrity. They did have to suspend that to some extent, but they almost suspended it completely.
