If you have these guys that are holding foreign flags and attacking the National Guardsmen,

can they be charged as enemy combatants

with the flying flags of other countries?

That's an interesting theory, but no, I don't think so.

You can just, it's so simple.

You know, if you're burning a car and there's an explosion in black smoke, you just arrest them for disorderly conduct. I'm sure there's a million charges you can hit them with. But, you know, it doesn't matter what you charge them with. If you've got law enforcement that's not doing anything, cops that are ordered to stand down. It's ridiculous.
