Good Friday morning. I'm Jake Sherman and welcome to your political playbook audio briefing.

And I'm Anna Palmer. Well, it makes complete sense that the last moments of this week-long

effort to try to squeeze a $2 trillion coronavirus bill through Congress are a complete mess.

Republicans and Democrats believe that Representative Thomas Massey, a Republican of Kentucky,

may try to scuttle a voice vote on the legislation and force a full roll call tally. He's been coy about it.

So Democratic and Republican lawmakers were trying to find a way to get back to D.C. for today,

after Speaker Nancy Pelosi and other leaders signaled it would be helpful to get back to town if possible.

216 is the quorum.

Here's the plan is laid up by the majority leaders team.

The House will convene at 9 a.m.

They'll put forward a unanimous consent agreement to call up the coronavirus bill and go straight

into debate for two hours.

They expect most, if not all of the time, to be used. And then they'll see if they can pass the bill by voice vote, or if a Republican force is a recorded vote. By the way, everyone wants this bill passed today. If they don't get a quorum and need members back for a vote, they could do it Saturday or Sunday or a little bit later. But that's probably not necessary. A few people have suggested if they can't get the requisite amount of people here that they

send military jets to pick up clusters of lawmakers.

We're almost there though.

This bill is going to pass today or tomorrow at the latest.

Here's what we've learned.

For an accord of this magnitude to come together in such a spectacularly short window requires

an almost acrobatic performance by five key people and institutions.

Senate Majority Leader Mitch McConnell, Speaker Nancy Pelosi, Senate Minority Leader Chuck Schumer,

House Minority Leader Kevin McCarthy, and the White House. They don't work seamlessly and
