leaders of North Central and South America, but several have declined his invitation.

Mexican President Andre Manuel Lopez Obrador says he's boycotting after his authoritarian

Now the summit that's supposed to focus on tackling immigration and reestablishing US

leadership is becoming more about the guest list as the White House defends its invitations.
