| 0:12.7 | For some still kind of unknown reason, the Trump administration withheld billions in |
| 0:18.4 | congressionally approved funds for schools. The money was for everything, from training teachers to summer programs, to programs for English learners. |
| 0:28.6 | It was just frozen by the administration, even though in many cases it had already been committed. |
| 0:35.6 | The $6.8 billion freeze occurred just weeks before school started, |
| 0:41.3 | leaving communities all over the country scrambling for funding. Just one of the after-school programs |
| 0:48.3 | affected is used by about 1.4 million children. Almost half the country sued, literally almost half the |
| 0:58.4 | states, to include some of the most populous states sued. The suit was based around the idea |
| 1:05.4 | that Trump broke with the Constitution because Congress controls the purse strings, and that the |
| 1:12.4 | impoundment control act of 1974 prohibits the President from withholding congressionally approved |
| 1:19.4 | funding. Trump engaged in an abrupt about face and has restored that funding after coming to an |
| 1:27.4 | agreement with the states in question. |
| 1:30.6 | California's Attorney General said, quote, |
| 1:33.8 | The Trump administration upended school programs across the country when it recklessly withheld |
| 1:40.7 | vital education funding just weeks before the school year was set to begin. |
| 1:46.6 | Fortunately, after we filed our lawsuit, the Trump administration backed down and released the |
| 1:53.6 | funding it had previously withheld. |
| 1:56.9 | Now, the obvious question is, why did Trump reverse course? |
| 2:02.2 | The simple answer is normally the right one. |
| 2:05.1 | It was incredibly unlikely that he would win. |
