A pale moon hangs low in a remote stretch of California desert in Inno County.

The morning dawn is still hours away, but Wilford Watterson is wide awake.

He stepped out of his car, stealing himself against the cold night air.

And then he begins making his way toward a large concrete aqueduct.

Watterson and his brother Mark own the largest bank in the Owens River Valley.

For years, he and the other residents of Inno County have tried to stop the city of

Los Angeles from stealing their water and sending it 200 miles south.

But all their efforts have failed.

And within Inno County now struggling for survival, Watterson and a team of men have decided
