In the previous chapter we talked about one of the last executions made by the State in Puerto Rico.

Puerto Rico, the same as the state of Michigan, is one of only two jurisdictions in all the United States where the capital pen is prohibited by the own constitution of the state.

The constitution of Puerto Rico says in the article 2, section 7, that we have the right to life, freedom and freedom of property, and that does not exist by the death penalty.

According to a report from the center of investigative journalism, between 1999 and 2011, the federal government made at least three judgments of the death penalty in San Juan.

But in each of them, the jury members decided against the death penalty.

In 2008, a crime had begun without presidents in the island.

According to this, the federal government arrived to some agreements with the Puerto Rico government to do something of many of the cases that were handled by the local government.

The strategy was again the hard hand, the war against drugs.

However, the murderers, by the control of drugs points, continued to increase until 2012.

It broke the record of murder in Puerto Rico over the first time in history, the murderers in a year.

Today, I want to talk about the most violent massacre of Puerto Rico.
