Nothing that Trump has pursued since taking office has followed the sort of settled and in cases, legally and constitutionally required routes for

changing policy. And so I do think that any criticism that, well, people who are unhappy with

the way things are going are just unhappy with the substantive positions that Trump is advancing,

I think are just fundamentally wrong.
